PALM HARBOR, FL — Late Thursday afternoon, the Suncoast Animal League in Palm Harbor gained a get in touch with and a troubling video from Pasco County Animal Services displaying two very small puppies, believed to be 3 weeks aged, that were being surrendered to animal solutions.
